Don't want to spend what Lionel wants for theirs and I'm not opposed to painting!!

Am also interested in elves, but I can't paint detail like those posted. I've purchased a few sets of Lionel's PE elves, and all I can say how cheap quality they are...arms breaking off just from trying to position them prior to gluing down. Handle with care 
Years ago, I bought unpainted ho figures. I laid them out on masking tape at their waists. I then covered with another strip. I sprayed the bottom green. I then ran the tape, on both sides to cover the green legs. I sprayed the tops red. Then I dipped the feet in black and head in white. I glued them on clear plastic. It was cheap, quick, and from a far distant, almost tolerable.
Check the Christmas decor at big box arts and craft stores, local craft stores, home improvement stores (Menards has some good stuff this year), or even the overstock stores (I've done well at Big Lots over the years). While you may not find just elf figures, you may find elves in some form that you can modify to what you're looking for. The might have Lemax figures or the like, maybe little elf ornaments or some other items with elf figurines you can put to good use.
