Good idea. 
I have these on my bags, but I'm glad the baggage handlers ignore them. 
How come you didn't use Lionel ribbons?

Your “make a friend” comment gave me a chuckle.
Last year, while returning from a visit with family in central PA; I was passing through the TSA pre-check line in Harrisburg. In my carry on bag were a couple Lionel freight cars I’d purchased at a train store in Altoona.
The TSA officer manning the scanner stopped the belt and backed my bag up, then scanned it again. As my bag exited the scanner, he looked at me with a grin and said “a three rail guy, huh?”

Great idea. We've tried that and had someone remove them between check in and when we went to retrieve the bags. Of course the airline had no idea why. 😱
Yes you may make a friend but then you may loose you luggage because somebody will think there is trains in them.
My little flags have been on my luggage for many years, nobody has tinkered with them.
