Does anyone know of a source for subject decals, either to restore engines and rolling stock to original look, or to modify the locos and rolling stock into road / company names not available originally?

One suggestion would be to try S scale decals. They would be 3/16 scale and about right for the size of most Marx cars. The available pool of road names isn't as large as O.
Forty Rod, I do an extensive amount of repainting and in particular, like the smaller 027 types of cars. And here, I'm not talking restorations, but rather recreations to road names never done on such types of smaller train items.
In the world of declining decal availability, S scale is even harder to find than O. But I have found I can use HO decals, utilizing larger HO items such as locomotive hearlds and logos for the smaller 027 types of trains. And I've used decals from nearly all the makers, and I think Microscale are the best. And unlike the other scales, they still have quite a selection available in HO.
These are old photos for me, but here are some K-Line box cars they made from the original MARX molds. I have to play around a bit with decal sets and use a little artistic license. The capacity info is either from Microscale HO sets, or S scale or O scale data decal sets. Railgraphics at one time made capacity sets in S and O, but not any more.
I also add a metal brakewheel over the molded in one, remake the door guides so they can be painted the same car color, add wood floors to the inside of the box car and then add some simulated under carriage detail. The crate inside the Reading box car is a cut 1/2x1/2 piece of wood, scored with a screw-driver and then with black rubber bands added.
