MORE QUESTIONS ON THE LIONEL 18003 SMOKE UNIT

I have the engine on new rollers, a new 27 ohm resistor in place, new lamps, and a new Permatex seal on the smoke unit body, applied just like Jim Barret's video. The engine purrs, HOWEVER, no lamp light, push rod does not move the smoke lever which, of course, does not move the piston, which, of course, means, no smoke, the whole reason for this exercise. Thoughts? Hopes? Dreams?
