Need to reattach some of the lift rings and need to fix the plastic that looks like the step on the side of the truck. What glue do I need to use ?

we need to see a picture of what you are looking at. Any CA glue will work for gluing lift rings but its the damage that can change the answer.
If the lift rings have fallen out, stud and all, remove the shell and glue the stud in on the inside of the shell so you don’t get any glue residue on the outside.
The spring hangar on the truck, should have some pins where it goes into the side frame, and you should just be able to put it back on. If those have been busted off then superglue could work, but a couple dots of epoxy would probably be stronger.
Be careful with superglue! It has the potential to Leave a ugly white residue.
I would recommend a minuscule amount of clear epoxy, or even Aleene's crafting glue if you can install a new stud. Both are forgiving and can be cleaned right away.
Thanks for the info on the rings, I will take the shell off and glue from the inside with ca. As for the spring hangar its attached on both sides and broken in the middle. I will try ca on that as well. I was looking for the part to order a new one but the parts diagram is not up for that locomotive yet.
