Have not been watching closely and am curious if any more PS3 steam has been released by MTH recently?

Am aware of the 'Blue Goose' Hudson and the 'Empire State Express' 4-4-0 No 999 from earlier but are they the only ones?  How much 'better' is the sound?

Is their quillable whistle comparable to the Legacy whistle?

I just acquired a French 241A steamer, which was one of the first ones released a couple of years ago. I can't comment on the quilling whistle because I haven't tried it out - the 241A may not have that feature since it was one of the first PS/3 engines. Sound is excellent; this is the first MTH steamer I've seen that uses a speaker enclosure and I think that helps a lot. I love the high-pitched scream of the Euro whistle - it transports me to another time and place.

In my opinion the quillable whistle is still better on Legacy.  As commented by others the sound quality of PS/3 is clearer and better than PS/2, but not as good as Legacy.  Quillable whistle is on Blue Goose and Southern Crescent.  However, on the Southern Crescent it is not really a quillable whistle.  The quillable whistle on Southern Crescent is a 2nd whistle different from the 1st whistle.  I don't know if K4 has quillable whistle. Maybe someone else knows?  MTH usually does not demonstrated the quiallbe whistle in their videos.

The green passenger trucks and brown car roofs match the 1920's era pin striping on the locomotive.  Some of the other locomotive details are not correct for the 20's but hey, it's MTH.  Pin striping went away in the 30's while the green trucks/brown roofs lasted until WWII.  Black trucks/black roofs were the norm after the war.
