I have a premier sd45 that i tried to upgrade its sound file and flash code. Everything works but the engine won't move now at all and the headlights and cablight blinks like 3 or 4 times, any help is appreciated

try a conventional reset, with a horn and five bell button pushes I believe?
You believe correctly, Joe, BUT, this must be done without a TIU in the circuit, using the transformer bell and whistle buttons.
First, since you changed the flash program, it will not respond properly until the code is rewritten after the next power up. The flashing lights mean it is transferring code, though if it is a rapid flashing, it can mean the code did not transfer correctly and the board is locked out.
Power up conventionally and let engine go through cycle. It may beep Morse code at you then it should start up conventionally. After it starts up try to see if you can change direction and get it moving. If not try the 5W 1B conventional rest. If it does not start up, go back and try to reload the flash code. G
