Some of the rails had poor welds between the contact underneath and the rail itself causing open circuits. Check each rail with an ohmmeter. If an open is found, drill about a 1/16" hole into the rail thru the brass connector that is  or was welded to that rail. Solder thru that hole. This fix was recommended by Jim Barrett some time ago and does work.

I’ve soldered a few of these to fix the problem but never thought of drilling a hole first.  Good idea!
