Carey is this a proto-1,if so it sound's like it is stuck in neutral to get it out turn on your power  and hold on the horn button it should blow, keep it down and turn off the power and let off the button you should hear a bell then turn power back right away it might take a couple time to get wright they sometime get stuck in neutral , this can also lock it in forward or reverse by doing the same thing when it is moving .

nope. tried it before. Just did it again now. Pressing the direction button makes it do a clicking sound. No move...

Try reversing the power leads to your track, center rail and outside rail.  What transformer are you using?  Lionel power supplies can get tricky as to which is the center rail.  My new PS3 engine wouldn't blow the horn with my ZW but did with the bell button. Switched the wires and all is good. This has to do with how the AC transformer puts DC voltage on the tracks to sound bell and whistle. This would mess with your PS1 programming too.

thank you for the input, Tried this several tries. Still no-go. Sending it back to the train dealer, who is also a MTH repair provider.
