What is the easiest way to wire these using track power and insulated section?

By "track power" do you mean 18V AC command control voltage? Do you happen to have Accessory AC available (e.g., 14V AC)?

Red and Black are power to the gate. Accessory power 12 to 18 volts. Pictured hooked to track

Three remaining wires Blue is common, Via a relay or ITAD.

Blue connected to yellow. (Edit/Add: Yellow and Blue wires are held together between my thumb and fore finger). Gates goes down. Stays down.

Blue connected to White, gates goes up, stays up. (White and Blue wire are held together between my thumb and fore finger.)

Requires a NC/NO relay or relay board to operate.
