I took the engine out for a spin around the tree and whenever the engine goes in forward or reverse the whistle blows and will not turn off until the engine goes into neutral and then blows continuously again in reverse. I have tried to reset to factory defaults (18), but no change. Everything else works great including FYS. Can anyone give me possible solutions?

I had an engine do this because of losing the outside rail pick-up intermittently. I tied the outside rails together and it fixed it. It was MTH realtrax.
You track has to be clean as well as the engine's wheels.
Could your transformer be leaking DC? Does another engine show any symptoms?
Do you have another transformer to try? Engine?
Can you test this engine on it's side with power directly connected?

The switcher whistle is non-stop on all pieces of track continuously. I turned the volume lower as it was starting to become obnoxious. Is there a component on the board that might need to be replaced?
It could be a board issue that doesn't like your transformer. I have a Williams engine that does the same thing when I try to run it on track powered by a Lionel CW-80 or a GW-180. It works perfectly when I power it with an MTH Z-1000. All are chopped sine wave transformers.

Maybe it has an Ed Dickens engineer figure.
Sounds like a pinched motor wire that is putting DC on the track triggering the horn. G
I will make sure the rolls are real clean and check for pinched wires.
