Don’t know the story behind it. The front is a lid, so it must have come with some goodies inside. It’s about 17-18” tall. That’s a 500 series STD Gauge car in the foreground. I love the back with the reflection of the flag.

That is a really cool find. By that "Acuity" logo on the front, I'm wondering if it's some sort of promotional item for a company. Something they mail out to favored patrons or stockholders at the end of the year? Sounds like something an investment company might do.

This company called Acuity, Corp. office is located in Sheboygan, WI right along Interstate 43.
My wife's family is originally from Sheboygan, I've seen the buildings many times over the years.
I don't know if it is still true, Acuity used to boast that they had the largest free flying US Flag in the country.
