Hi- I just got this original 392E Lionel engine and it came from an estate. The engine is a good one but it is not running and needs a through cleaning, wiring, etc. Probably has not been ran in since the 1940s. There are probably quite a few places to get this locomotive running. I am in upstate New York and I use SW Parts supply, Bill Harrison. Bill is a Lionel Dealer and has a huge stock of parts. I see he works on many older engines like you have. He is an advertiser here and I would vouch for his honesty and reliability. Something like this is really his specialty. Check out his website.
