Need help identifying these figures

I recognize almost all of those, including Silver Medallion Lady in the first snapshot, as MTH Railking passenger figures. There are several different sets of these (with about a dozen figures per set) still available through auctions and dealers although I think MTH hasn’t produced them in a while. 

P.S. They are a good fit because the interiors of most MTH/Lionel cars are closer to S Scale than true O and these figures are a good deal smaller than O too.

Those are all MTH figures.  The new 24 packs of Lionel people are the same size. They’re cheaper by about half (24 people for about the same price as an MTH 12 pack), but the paint jobs on the Lionel people can leave a bit to be desired. 

Thanks for the info. I have seen the MTH figure sets but never really noticed the the details until I got this car. They look a lot better in person than in on-line photos. Are the MTH unpainted figures the same size and are they the same molds as the prepainted figures?

The unpainted figures are the same size and are the same molds/characters as the painted ones although there’s more variety in the unpainted figures pack (I think there’s over a hundred in it) than in the 12-packs of painted figures you can find any more.
