After watching your video, I'll go against the grain and say the motor appears fine, it's smoke production that is down. I'd suspect the smoke unit batting is charred from not enough fluid. Try re-packing the smoke unit and I suspect you'll see more smoke. The fan is shooting what you now have a good distance in the air...

You're correct, the smoke motor looks fine. I think a rebuild with new wick and enough smoke fluid will solve this problem.
