I fixed the problem of my Lionel smoking whistle shutting down at low speeds on 2 switches.  Now on one switch that it was shutting down on, the rear wheels of the second car go into the switch while the front of the train goes straight.  To fix this I reversed the trains direction, and it worked, only now the engine sparks right where the plastic of the switch ends and the brass outside rail begins.  This sometimes causes all my MTH engines to start up.  When I send the train to the outer loop, and it is at slow speed(20 or less) it stops even with the battery in the engine and I lose all track power like a short occurred.  I have to push the loco some and then I can power back up.  My mth engines do not have this problem on these switches.
