I have a 8x12 layout that I want to divide into 13 blocks. If they are all in phase is there any issue with doing one block per transformer set up? All 1033s is what I would use. Any protection I should put in place. I only run postwar. I think this would be more fun than putting a whole boatload of dpdt or spdt switches. Yes I would have 13 transformers.

Well... It sounds like you've already made up your mind and building layouts is all about exploring ideas and designing to individual preference.  I think it would work Just fine but that's allot of power strips and transformers running that you don't necessisarliy need to run it.  I've been taught to keep every power sources wiring color coded.  If there are only a few power districts it can simplify the wiring color coding.

My layout is also about the same size as yours and has about as much track as you could possibly squeeze into a layout of this size.  I have three power districts (three power sources) and 12 blocks.  In addition added a block jumper to join the power sources for running conventional.  Altogther 14 switches and a compact control that is very handy to have.  I run DCS, I could put a picture if you would like.

It would depend on what you were going to run.  The 1033 is only a 90 watt transformer. Each transformer will have to have enough power to power everything in one block.

if you think the 1033 is large enough for what you are going to be running, there are a few additional things I would suggest.  As you indicated, they would need to be phased.  A master switch so all the transformers can be quickly turned off with out unplugging them should be used.  They should be plugged into a outlet that is GFI protected.  The layout should never be left unattended with the power on to the transformers.  The output of each transformer to the track should be protected with a five amp circuit breaker of fuse.

If you go with the 1033, I think it will make an interesting layout to operate.
