Just purchased a mth premier un1 mountain 4 8 2 steamer. I have whistle, bell, steam sounds(but the volume button has no affect) and smoke but I can't get it to move out of neutral. All connections are good and the battery doesn't seem damaged

How old is it? What is the model number?
Have you charged the battery? what is your power source?
If it's a ps 1 engine it will not come out of neutral if battery dead or very weak!
If it is a PS-1 and won't come out of neutral there is no whistle or steam sounds other than idle. If you apply power and it starts up, then turn track power off. Does engine play shutdown sounds? If not, battery or harness needs a look. G
Thank you for your input. It's a PS2 U1f 20-32761E. I think it's about 20 years old but never used. Given its condition I believe that to be true.

Then the battery should be replaced with a fully charged new one.
