I was wondering if anyone here knows of a fixed voltage plug for Lionel O22 switches that also has a separate conductor ring on the outside of the plug that could be used to power the center rail of the track. Does anyone know what size coaxial power plug to use?

I think that the 3 rail tinman has that for sale, he is a forum sponsor.
Anyway why would you want to supply power to both the switch and the fixed voltage power plug at the same time? This would eliminate the purpose of the fixed voltage plug-in because you would provide power to both the track and the switch at the same time. Unless you want to chain together a few switches I see no reason for that kind of set-up.
I use the fixed voltage plug to power the switch solenoid and use track power for my engines to run on.

I want to use a coaxial connector instead of the fixed voltage plug. This coaxial connector would have two leads, one for supplying fixed voltage to the switch, and the other for supplying variable voltage to the track. The reasoning behind this is I have some small blocks on my layout that only consist of a switch or two and I see this as an easier way to supply power to these small blocks instead of attempting to solder directly to the switch rails.
You are right, TinMan3Rail.com has just what I was looking for on their tools page! I think I'll order a few!
I do this regularly with the K-Line switches, but they provide 5 thumb nuts / binding posts to make all of the connections. Between switches and UCS/RCS/6019/1019 sections, you can wire a good size layout without lockons or connections to regular track.
