Can these 2 rail trucks be converted to 3 rail ? Want to know before spending the $$$. Thanks

Probably not. What do they look like? Scale trucks are narrower than 3-rail wheelsets.

Not to mention the "pizza-cutter" flanges interfering with the center portions of the truck frame.
I'd say no. The PSC trucks are built closer to prototype and have additional details within the structure that would be hit by hi-rail flanges. That said, if you have good "flat-top" track like Atlas or MTH, you might be able to use them with the scale wheels depending on the tread width. I typically use Atlas 2-rail trucks and Weaver trucks with Intermountain wheels at the club and only have a couple of cars that get picky about the track's bad spots (usually a track gauge problem).
Thanks for the feedback, I am going to save money and buy diecast 3 rail trucks.
