I only operate my N&W Warhorse J (1996 6-18049) with TMCC so decided to remove the two year old battery from the tender. Sounds were working properly before battery removal. Now I get start up and chuff sounds but when I try the whistle it works for an instant followed by a "bark" of static and then silence. The start up or chuff sound returns as normal after 2-3 seconds. Attempting to activate brake squeal and shut down sounds produce the same result as whistle. I can get the bell to work if I quickly tap the button. 

I then tried a fresh battery with the same results. Removed battery again, unplugged wires from the circuit board, tested all for continuity, and re-attached. No difference. Next I tried a factory reset using Code 74 and also Code 4 but neither helped.

I tried my spare tender and it works fine so I don't think the issue is in the engine. BTW, I was wearing an anti-static strap while working on the tender. Is there anything else I can try?

The risks of "poking around" with power on are significant if you make a mistake and short pins to power or ground.  The capacitors on those don't hold a charge for any significant period or time, maybe a second or two.  The PLCC chips are fairly obvious, they're in square sockets as depicted below.  However, DON'T try to pry the chip out with anything but the correct PLCC extraction tool.

Rick, the symptoms suggest connection issues.  It's pretty common for older boards to have one or both of the PLCC chips develop oxidation on the contacts and have a poor connection.  When you pull them out and push them back end, that gets scrubbed off.  It's not even necessary to really totally remove them from the socket, just move them up a touch and then press them back into position.

The PLCC extraction tool is less than $10, so it's useful to have.
