Problem with the sensor on my conrail es44

My conrail es44 6-38945 IR sensor won't work I tried replacing the sensor and the ir pcb board .I also tested the sensor wires from the sensor to the board and the wires from the ir pcb board to the rail sounds board.. Any ideas? All 16 engines I own work but this one .Even the other es44s I own ..
