I will be swapping the PS2 (5V) boards and all other components from my Railking SP Daylight that was part of a 2001 ready to run set to the good chassis of another Daylight from the same year.

Is thermal paste required between the board mounting bracket and top of the motor mount?

Mine had a white substance on the bottom of the bracket, and it's never been apart.

The whole reason for the swap is that the rear drivers have apparently swollen due to zinc pest (flanges are also swollen, warped, and chipping) and are locked up tight even with the motor removed from the chassis. 

The locomotive hasn't been powered up in this state, and has been sitting on my layout on a climate controlled area.

I discovered this when I opened it up for the first time to replace the original grease.

yes I would recommend putting a little fresh heat sink compound you can purchase it any where and it is not very expensive! the heat sink compound transfers heat away form the black full wave bridge rectifier which has 4 leads solders to the board! the rectifier must get rid of thee excess heat or it can be damaged from overheating that why u put on heat sink compound between the heat sink aluminum  and bridge rectifier!
