What would the correct dimensions be for a scale Alco locomotive, and the same for the EMD f3? Length, height and width, e.g., 3 3/4" high would be 15'; 4" high would be 16'; 2 1/2 wide would be 10'; and 2 5/8 wide would be 10.5'.

Bob, depends on where you measure
Seriously, the drawing I linked to shows 14'-0-1/2" from the wheel tread to the top of the carbody and 15'-0" to the top of the horns. After seeing that video of all the different style of horns, a 12" difference doesn't seem out of place.
The diagram also shows 9'-10" carbody width and 10'-7" to the handrails.
Do a Google search and go to the Wikipedia thing it gives all the specs on EMD F3.
