Question on Polar Express whistle.

I remember a while ago there was a thread on some train sets and the whistle being quiet. I found the thread and Lionel actually had a way to increase the sound volume. I clicked on the link and the Lionel website change made the link invalid.

So two questions. Did the Polar Express fall into the sound regulation that would benefit from a tweak? Does anyone have a saved copy of the document?
