I just got my vl hudson back from the lhs where it had it's radio board replaced.

Now my gp9 B&M legacy seems to have a bad radio board, what am I doing wrong?? These should last longer, I think. It sits on the  track and when the track is powered it goes though the rpm set, smoke, but no fan, and will not move.

I am using a pwc with a tpc 300

I have little Legacy, and a lot of TMCC, and I have had to replace 2 or 3 radio boards over the last 20 or so years. They are not typically all that delicate (I have some "ancient" ones), but my Legacy experience is slim. So, I don't know.

Your post, though, seems to indicate that your GP9 will accept commands, but will not move. If I read that correctly, that indicates not a radio problem but a motor driver board problem.
