Repair of MTH Searchlight Car

My MTH MTA work train searchlight car stopped turning...it does not vibrate anymore although the light does light up.. A local repair tech said it was not fixable...looking for a second opinion... can this be fixed? If so, any recommendation where to get it fixed?

On off switch, rubber gasket. But if coil is burned up not sure if MTH has part and or if it is cost effective labor and parts to repair it vice buy a new one. G
