Right of Way Industries size?

Are "Right of Way Industries" Container Flatcar true scale? What quality are they?

We have a few and they appear to be true 1:48 scale in that they are quite long and well detailed for their time. Very low slung so your track has to be almost dead-level to keep them from bottoming out!
