Does anyone know for sure if this can be fixed by just replacing the bushings?

Short answer Lee; yes these can be fixed. It is basically a Berkshire chassis design and parts are available. Please note that not ALL of these are defective. It is reported sometimes that only the first "run" of these have incorrect bushings installed.

FWIW - my 18001 has run flawlessly many miles now without issue.
