After I spent time enhancing a diagram for the OP, I see that the post is gone. 

1) The diagram originally shown was from a #4060 Crossing Blinker. (May be a universal diagram for their other products)

2) Shown below connected to accessory post of transformer.

3) RED can also be connected to 'A' but will only operate when the throttle is on.
4) Blue wires are pass thru from the Red and Black wires - DO NOT connect together.

Stan, I didn't consider the drawing referencing an existing RoW power supply. Seeing an 'A' & 'B' on it for two throttles, your hunch about the ABCDE block makes sense.

I guessed at 'A' being the throttle, as 'B' is shown powering the accessory. But your picture, along with "Power Source Set At 14-16VAC" on the drawing, just about confirms using the second throttle for accessory power.

Good point.  As I recall, the OP was trying to use command track voltage.  So if the RoW blinkers don't play-well with 18V AC command voltage, one could use a couple of 25 cent bridge-rectifiers to reduce 18V AC voltage to ~15V AC.  This technique has been described in dozens of OGR threads but I'll attach it here in case someone in a similar situation stumbles across this in the future...
