Smoke unit not working correctly in TMCC mode

I have a Lionel Santa Fe TMCC Diesel engine (6-38025) where the smoke unit sometimes does not works in TMCC mode. When the smoke units is working in TMCC mode and I press the (-) symbol on the remote the smoke unit turns off as it should, but in many cases when I press (+) symbol to turn the smoke unit on, the fan works but no smoke. I am assuming the smoke resistor is not getting any power. All my other TMCC functions work and I did a reset on the engine with no change.

When in conventional mode, the smoke unit always works.

Any suggestions of what my issue is.
