There is a tool made for nailing spike in for those that do their own hand-laying of track, but the tool is expensive for most people to buy or rent, to buy it was over $150.00. This was about four years ago, prices may have gone up or down since then.

 

You would do better with a long needle nose pliers and a hammer to insert the nails. Drill a slightly smaller hole then the nail, to insert the nail or you may split the wood or plastic you hammer the nail into.
