Is there a ready-made tool that can be used for insertion of Ross spikes? Perhaps a generic gripper for putting in spikes would work. I just have no idea. Thanks.

MicroMark has a Spike Insertion Plier that has a special cut to hold spikes.
I just use a nice pair of needle nose pliers. Grip them and set them about 2/3 of the way, then finish them off with the tip.
There is a tool made for nailing spike in for those that do their own hand-laying of track, but the tool is expensive for most people to buy or rent, to buy it was over $150.00. This was about four years ago, prices may have gone up or down since then.
You would do better with a long needle nose pliers and a hammer to insert the nails. Drill a slightly smaller hole then the nail, to insert the nail or you may split the wood or plastic you hammer the nail into.

Are you talking about spikes, which are 1/4" long and are used for securing loose rail, or nails which are used for securing pre-made track? I stand by my previous statement about spikes. Back in the day I did a lot of hand laying of track in 2 rail O and HO, now I only use spikes to repair switches.
