My son and I recently added a racetrack to our table in a similar way to what you are thinking.  The few hints I have are:

- don't be a crazy about scale, just doesn't work   

- use seated people packs for insides of passenger cars for fans

- look at woodland scenics chain link fence etc, they have good stuff that is easy to use

- search online for stands and signs you can use that are prebuilt

-be creative, use things from other hobbies, the "wall" around our racetrack is fence for slot car track that I found on an auction site. For your idea I'd look for old electric baseball stuff (use to be a version of baseball like electric football) you might find some cool things to use.

Search the forums, I have seen a bunch of baseball stuff on here, I think Arnold Cribari posted one baseball stadium he did I have seen that was great, here is one other thread with ideas:

I remember seeing a similar racetrack at Train Fest in Milwaukee. They had a mechanism below the track that towed the cars around the track, wish I knew how that was done.
