Assuming the base paint is black, you can easily remove the lettering with lacquer thinner. Wipe on, wipe off. This works on Lionel and MTH black steam engines. Don't use lacquer thinner on other manufacturers engines or colors other than black. This particular black coating is impervious to lacquer thinner.

Sounds good. Now I don't need to paint black. Thanks for the help

"Northern Central Supply" is a mail order business that specializes in old O scale  decals.    They have a number of sets of Champ PRR Steam loco sets.    I think a set with dulux gold lettering for PRR short tender.    I'm not sure, but the long tender ones might be too long.    Do a search for the website.
