I had the GN F-3 ABA set upgraded to PS3.  The control/sound set is for the Western Star and the engine ID came up right when it added to the system.

When I run it light engine without any cars the sound of the engine rises and falls "one or two notches", like the load is changing up and down.

All other sounds are normal.

The speed of the locomotive doesn't change, ... remains constant, just sound changes up and down like the engineer is increasing and decreasing the throttle setting by a notch or two all the time.

Any ideas why?

Lubricated the locomotive and re-routed the tether where it looked like it might bind on a wheel ...

Problem has gone intermittent ... but doesn't seem to effect performance.  Guess I just have an engineer that likes to keep moving the throttle up and down one knotch ... :-)

One cannot. He meant PS2.
