Question: Is it possible to swap a non-tmcc Railsounds 6-28665 Berkshire locomotive shell to a TMCC-equipped Berkshire locomotive 6-38610 ? It looks like they were last offered in 2010 and 2008 respectively.

I'm suspect it's possible, with one major caveat! The handrails for TMCC mustbe insulated, so you'd have to see if the handrails on the 6-28665 are insulated. If they're not, it's a no-go.
You'll also have to check to see what lighting differences there are, maybe you would have to swap the lighting.

I have the TMCC Version, the previous owner dropped it and he lost the parts along the way. The cow catcher is broken on the left side. I happened to run across the little bit newer non-tmcc LLRR engine and got to thinking... though it may not be practical moneywise I figured I'd ask.

Yes Sir! As you know we first started playing with trains a few months ago in late December early January. I can honestly say that I don't think Susanne and I would still be playing with trains without all of the help and guidance from Ol'Salts like you and this Forum John!
Susanne found some curtain fabric, colored with a " trees and mountain " pattern for the windows behind the layout. I will post a picture when she's done
