Has a dedicated forum for discussing track types and track issues been considered?
There just isn't an "appropriate" place for it on the forum now. There's a forum for layout design, but it seems like asking questions about track problems there is frowned upon.
This forum would be for discussing the virtues and shortfalls of various track types, asking questions about issues you're having with track or switches, etc.

Track issue questions and debates about "best" track to build with arise from time-to-time in the appropriate fora (3-rail, 2-rail, etc.). Doesn't seem like another specific forum is needed IMO.

This forum would be for discussing the virtues and shortfalls of various track types, asking questions about issues you're having with track or switches, etc.
The Track Plans and Layout Design Forum would be the best place for discussions of track problems.
Don't worry about it being "frowned upon" by some, that is the right place to have a discussion about track.
