Can you use the explorer for wifi to the TIU

No. Not without some deep hacking. Inside, the actual radio module, one in theory "could" change the firmware (WTIU firmware VS Explorer firmware), however, the IO ports specifically the USB system is different and while the DCS silver box explorer has a USB port, it's function is meant for an ethernet to USB adapter, not the USB connection or USB to serial from the TIU. Again, the fact is, this is a commercial off the shelf RF module on the inside. It has multiple IO ports in the multi-pin connector. The motherboards in these provide the power supply and IO connections. The problem is, while both have USB ports, what that port is connected to internally on the module is a completely different function and so just changing the firmware is not enough (and that is a hurdle in an of itself).
Thank you for the reply the reason I asked a friend has his tiu hooked up to the DCS Explorer it works fine for him wanted to know how that worked he said he only uses it for its Wi-Fi

I'm afraid I'd have to see that to believe it, I think he really has the MTH WiFi adapter, a totally different animal.
