This one  in particular actually has a ground connection binding post for using a serial adapter to tap into the DB9 pin.

It's just a 12V transformer, no regulation.  The real TMCC BASE1 power brick has a three-prong plug. The 3rd (ground) prong is connected to the outside barrel of the jack to the BASE1.  Since we're most likely talking about a power brick without a ground prong, we connect pin-5 of the command base to earth ground, that's the ground prong of a 3-prong outlet.

If the required  factory supplied wall wart power supply is unavailable, there is an alternative in a pinch - using a similarly sized 12v(~100ma) ac wall wart and running a wire from pin 5 of the Command Base rs-232 port to the ground screw of a nearby grounded metal duplex outlet or household electrical ground... until you are able get the right proprietary adapter.

 It can be, but as long as it's 12 volts at 100ma or pretty close, it will work until the specified one is available.
