This is the Lionel C420 (6-18587) issued in 2000 with all original components. It has been shelved for a couple of years. When I apply track power with the Legacy system it starts and idles. Smoke switch is on but I don’t hear the fan and no smoke. When I use the throttle or even try the horn the amps jump up between 6 and 10. When I shut off track power and try a restart it may go back to .5 amps with idle or high amps (short) instantly. I tried swapping the R2LC07 board with a R2LC08 resulting in no railsounds and the aforementioned shorting behavior. There isn’t any apparent wire damage, burnt components or burnt odor. This is the first time I’ve ever encountered delayed shorting. Does anyone know what issue(s) would cause such a problem?

Yep, a likely suspect is the DCDR has a shorted triac, or one of the motors is stalled.  Check the gears in the trucks first, wiggle them and see if one is really tight.  If you see nothing, open it up and spin each flywheel, the motors should turn freely through a whole rev of the wheels.  Next up is the DCDR, that's the motor driver.  I have a drawer full of those, and they're a plug-n-play kind of thing, just two connectors.  The hardest part is getting it mounted, clearances in the C420 are a bit tight.  The motor driver sits vertically and is bolted to a heatsink.
