It is one of the later two-axle Lionel prewar cars- could be 529, 530, 803, 804, 805, 806, 807, 809, 831 or 902. I can maybe make out the punched "slots" for a brakestand, so it could be one of the freight cars. The rust obscures any further distinguishing slots that would have held the body, tank or stakes to further narrow it down.
Had this rusty body for awhile. Maybe a Marx or Hafner? Could sand it down and put a freight shell. Anyone know what it was hate to just trash it.
Looks pretty far gone in any event. I doubt you'd be left with much if you try to literally sand or sandblast it, but perhaps it's worth a dip in some industrial grade rust removing chemical bath, if you already have some on hand (frankly, I don't think the chances of resurrection are good enough to be worth purchasing it new).
