I'm no LIRR expert (just pretend to be) but the 50s and 60s found the LIRR using the World's Fair paint scheme of gray and orange hence orange on cabooses. I imagine visibility was also a factor.
I have no idea. However, I remember in the late '50s, hunting overcoats started to be offered in orange since it was felt to be more visable than red, for safty reasons.
