Which DCS loader to download?

Since I have a Windows 7 OS I think my computer has .NET version of 3.5 or higher. (I do not know what a .NET is)
I do not want to download the DCS loader version for a computer without a .NET and cause my computer to malfunction.
Is that correct?

I would go with the with .net version.
As you mention, I believe Win 7 includes .net but some folks turn it off for extreme security reasons.
I have not tried the new version yet as I update my DCS with my old laptop.

If you have a good fast web connection, be safe and go with the .NET version.

.NET is a software package that runs in the background. The loader program needs .NET installed on your computer in order to function. A lot of people have older computers without the latest version of .NET, so MTH offers .NET bundled with the loader program. Newer computers like yours "should" have .NET already installed and you can save download time by picking the download w/o .NET. It won't harm anything if you already have .NET and download it again.

Since I have a new computer with .NET likely installed, I think I'll try the loader program without .NET. If it fails to work then I'll start over and load it with .NET.

Now I have to make a trip to Radio Shack or Staples and pick up a new cable with a USB to Serial plug for the TIU. I have the older cable for the prior computer with a Serial jack on the rear.

I have a WiFi card which I could install in the old computer in the basement and then let the old computer talk to the Verizon modem upstairs. That would save buying a new cable.

No, that won't do it.

The TIU must be connected directly to the new computer to run the Loader Program on the new computer. The TIU cannot be accessed over a WiFi network.
