WHISTLE PROBLEM WITH AN 8206T TENDER

I just acquired a NYC 8208/8206T set and I cannot get the whistle to sound. I get the steam hissing and chugging sound so I know that power is getting to the tender via the wire connection to the locomotive. I am using a post war RW Trainmaster transformer and I have tried it with 8251-50 and 6-5906 sound activators but can't get it to sound. I am told that many of these whistles failed. Is there any way I can test the whistle?
