Starting in 2015 new diesels for domestic use were required to meet Federal Tier 4 emission/particle standards. GE Tier 4 diesels have been in production for almost a year but since railroads are suffering a significant downturn in business NS, CSX, and UP have only sampled the product. The EMD(Progressive Rail) Tier 4 is still being tested. Who is coming out with the first Tier 4 model in third rail? Will it be MTH with Lionel focusing on LionChief+ or will Lionel be first. Bet if one announces a model the other will soon follow.

The various model builders in O Scale, might want to wait until the final design & appearance of the real ones are truly finalized.
Turn off your smoke units.
You'll meet Tier Four almost instantly

We can rule out Atlas O since they were relying on Factories in China for production and Lionel Railsounds to be updated for their new locomotives, but then ran into problems with both over the past 6 years.

Bachmann has the people working at a production plant in China who can make any Locomotive, but the over cautious guys in Philly have to be convinced to make them in all 3 scales all at the same time.

Lionel is finally having the accurate scale models of the common SD40 and SD60M produced. It will be a few years for them.

Is Lionel offering an "SD40" or an SD40-2? Also, wonder why and "SD60M"? I though only two railroads purchased them.
The railroad business will come back and the GE Tier 4 will eventually be a big seller. The EMD diesel which is still being tested will use a 4 cycle diesel - a first for EMD except for the unsuccessful SD90 that gave UP a lot of problems.

Except the big 6000HP "H" engine was NOT one of the many issues with the SD90MAC 6000HP units. Also, don't forget that the GE 6000HP diesel units, with their "German prime mover" faired even worse, and all had to be reengined & downgraded to 4400HP.
The SD60M was purchased new by the Burlington Northern, SOO LINE, Union Pacific, and Conrail, with CSX, NS, BNSF, and CP having them repainted after mergers.

Bachmann might make something in H.O. or N scale first but Bachmann hesitates to make anything new in in O scale other then GP-35's or the E Z Streets cars right now. Bachmann won't even make a new style caboose for O scale so I won't count on them to make any new diesel engine!
MTH might be the first company to make a tier 4 diesel engine model in O scale.

The guys at Bachmann are so risk adverse that they will not even put the 1967 Great Northern Big Sky Blue and Charcoal Grey scheme on the existing models of the SD45 and the U33C from the Williams line.

If you mean that Bachmann in the Williams line is ultra conservative with new products then I agree!! Sometimes Bachmann/Williams is extremely very far off the mark as to what was really produced; example is the Norfolk Southern SD-70ACe as Bachmann/Williams made an SD-90ACe model for the actual Norfolk Southern Heritage SD-70ACe series diesels. Another one is that not all railroads actually had the N5c caboose either but Bachmann/Williams sells only the N5c caboose in O gauge trains.
However Bachmann sells several cabooses in H.O. and N scale trains, so why not in O scale?

The guys at Bachmann are slowly reintroducing the old K-Line FP59I in new paint schemes for the Williams line.

That's amazing that Bachmann is even doing that!! Other then the new vehicles in the E Z Street line or the new sound boards it seems that Bachmann is asleep at the wheel with O scale items.

Right. I was commenting on your comment that Bachmann may do them in a smaller scale.
I was just saying that model train production of them has indeed started.

I asked the Bachmann rep at Amherst why can't they bring out more scale locos like the k line GP38. Their response was the k line GP 38 was tooled during a time of cheap labor. The last quote for production of that loco thy consider was too high. I don't see any new product development from WBB anytime soon. I even told the rep the market is starving for new product but it didn't phase them. No risk = no reward!
