Does the new Williams 44 ton switcher come with a volume control and a battery connection to prevent sound interruption ?

I added the 9V battery to all my conventional Lionel/Railsound locomotives. It's really a cool feature.

I hope Williams offers the same possibilities ...

No it does not but does have volume control on the sound board. The red circle is volume control on new sound board.

No, but after the conversion to command, you can add a battery.
