Don have you checked Z-Stuff for Trains, or NJ International? I seem to recall one being availlable in the past. I don't remember for sure who produced one, but those two Mfgr's come to mind.

I recall them as a kid on minor lines in So Cal.....I was always fascinated by them.
Z-Stuff for trains, DZ-1030, sounds like what you are looking for, no price listed that I see.

Doug | Protect grade crossings along your line with these scale-size signals. Each features moving wigwags, flashing LEDs and digital sound for authenticity. DZ-1011 Block Signal Detectors (each set includes two that install without cutting rails) have optical sensors that detect approaching trains to automatically activate the signals. Trains are also optically detected in the crossing. The units can be wired for isolated rail. Up to four tracks can be independently sensed with additional detectors.
