I'm assuming I still need the Legacy System Utility if I still have Legacy Base for my testbed.

Warning, install files must be in a C: drive folder to install on Windows 11 23H2. I put all my install software on my E: drive normally. Setup crashed during the first file copy. Moved the setup files to a directory on the C: drive and the install worked. Now connected to my Base3. C drive only is how installs worked a loooonnnng time ago.
Installed it. Holy Moly……. Worked as described.

My virus scan did not find any threats.
Has anyone let Lionel know about the virus being detected by some here?
Perhaps @Dave Olson should be made aware.

I am on an expedition ship now in the Canadian Arctic with great wifi and am looking forward to enjoying my trains when we return home in about a week! Not one train in sight for over three weeks!
I hope this issue gets resolved soon so we all can enjoy using this technology to run our trains!
I could not install on one Windows 10 laptop nor on a Windows 11 PC but, strangely, I successfully installed it on a Windows 10 PC. I'm not getting security or error warnings on the unsuccessful installations so it's unclear why the installation is getting blocked on the two computers yet OK on a different one.
My installation failed also. Windows 10. Followed all instructions on the "Control" website, extraction etc. No malware notification. After I hit setup.exe, Windows asks if I want to allow the file to run which is typical when I install any new app or update. I say yes and then there is brief flash of a message something like, copying vb.... (so brief might I might miss the starting letters of the file name). Then no messages of any kind. I go to the Program Files (x86) folder and look in the Lionel folder. The old Lionel System Utility is there like always, but nothing for the new B3SU app.

Yes, exactly what I see with that one "vb..." file
Follow up to my last post. Tried it on a different Windows 10 computer and it did install. However, AVG malware program popped up with message "Suspicious file detected" and said it was sending it somewhere for followup. Then the AVG window disappeared the Base3 utility opened up.
Found this about the virus being detected.
"The Wacatac Trojan virus, also known as Wacatac. b! ml or Trojan:Win32/Wacatac is a type of malware that infects your PC disguised as legitimate software. It typically affects Windows devices and can lead to further malware infections, personal data theft, and your device becoming a part of a botnet."
Also about False positives below
I tried again today and was able to download and install the app without Windows Defender complaining. Thanks to Lionel for posting a B3SU without the virus issue!!

My attempt at making an Icon for the B3SU. Page with Icon download link, bottom of the page. I suggest to save the icon in your documents folder. Make a shortcut to the start file of the B3SU, then Right Mouse button on the shortcut, select, Properties and change the icon.

Any have issues installing the software on Windows 11? I also have a partitioned drive but moved the files to “C” and still all I get is this window opens for a second then crashes.
note I’ve had the same issue with the WiFi monitor

Are they in the top level C: directory or c:\download, c:\temp or similar. They may not work in top level C:. I would try them in C:\download. If that is not it, contact Lionel. Make sure you reboot after any install failure before trying again.

I have the same issues as @zhubl on 2 devices but was successful on another using the same installation zip file. I have been unable to figure out why one PC install works but the other two don’t. I was hoping someone by now would figure out the secret settings for a successful installation.

It is in a temp folder in the C drive and still no luck after a reboot

I went through and confirmed no spaces in any folder or file names
Have you tried compatibility mode for the install? Also, maybe run as administrator.

I had trouble with getting the install to work on windows 10 & 11. Finally got it to work on a virtual machine running windows 7 and the files had to be on the c drive (located on my desktop), wouldn't install from a network location.
It installed in a flash on my Windows 10 machine, just put it in a folder off the root of the drive and fired it up.
Well, whoever compiled the installer must have fired up an old Windows computer used years ago for the Legacy System Utility. They used Visual Basic 6 (last supported release in 1998). The VB6 language still works with the latest versions of Windows but installing it (and getting it to work) on any Windows OS made after Windows Vista is an accomplishment in itself. Here's what's odd, the version of VB6 used to compile the B3SU is slightly older than what was used for the Legacy System Utility. Using VB6 code, I can see how many antivirus programs raise red flags at that installer.
In the worst-case scenario, one can extract the needed files from the "CAB" file to place them in the proper program folders manually and then register the required DLL files manually.
I've tried everything suggested above on my main Windows 11 machine, pulled out my older computer with Windows 10 and it booted right up. seems odd that some how I got the original LSU to work on Windows 11. I had the wifi monitor working for a while but then something failed and I removed it and when I went to reinstall it I encountered the same issue I've been having with the B3SU
I also sent an email to Talktous@lionel.com about the problems being reported in this thread.
It's disappointing the Dave Olson hasn't jumped in to this thread. Given that Lionel outsourced the software development, Dave probably has to work with the outsourced software developers. What sort of contract does Lionel have with the developers? How responsive will they be to the issues being raised in this thread? This is the risk you run when you don't have in-house software developers.
For what it’s worth after you get it installed on a computer it does exactly what you need it to. I was able to pull a last backup of my Base2 with the original LSU then dump that Base2 file into the Base3 with the B3SU.
FWIW I have installed the B3SU on 3 different computers. 2 running windows 10 and the 3rd windows 11. Went right in. Obviously your mileage may vary.

I was able to install on windows 11 and windows 10 without any special compatibility settings.

Well, I was able to install the B3SU on my Computer as well (Windows 10) and connect it to the BASE3. The instructions where not followed to the T, BUT I imagine it will vary with each Computer. "I DID IT", Not exactly sure HOW! .....LOL

I was able to install the B3SU on one of my Windows 10 laptops. I did receive several messages about the install containing old .ocx files. I just kept the newer ones, and the install proceeded successfully.
I was able to install the BSU3 on a Win11 image on my Mac with no issues. It connected to the BAS3 and I used it to apply the firmware upgrade. It works like the older one. I like the feature to see list of Trains, Engines, Switches, etc.

Gunrunner John nailed it. I created a folder in the root directory and it ran with only one issue. I was alerted that one of the files it was looking to install was older than the current one. I kept the current file.
