If there is cleaning fluid on the disk that covers all the rails, how does it not cause a short?

Yes those cars will have a refillable tank for fluid and replaceable pads. Not thar much fluid will flow out for it to cause a short and the fluid goes on the pad not directly to the track. Plus you use cleaning fluid like goo gone vs water.
