I am trying to increase the guard rail height on my ross turnouts.I wanted to glue the plastic strips to the top of the rail however the super glue I have does not seem to work. Any suggestions? I believe it was Hotwater that had posted this before.

No, I posted about glueing shims to the guard rails of ATLAS O turnouts. NOT Ross, as my layout is ALL ATLAS O.
SO what kind of glue did you use to glue your shims to the top your Atlas guard rails?

I used Gorilla brand "Super Glue", and purchase it regularly at my local True Value Hardware Store. I use it for darned near everything around the house as well as the model railroad.
I was talking about Ross three rail turnouts, I run some equipment with scale wheels. The guard rails are a little lower than the running rail.

The guard rails are a little lower, but the rest of the turnout is so well constructed that the only issue I experience (11-degree) is with the frog. We have a #8 curved turnout (O-120/O-96) on the layout and we put in a moving frog point to support 2-rail cars as the frog is much larger.
